The contract is directly to Route1, not to a channel partner.
It does not indicate how much might be spent on hardware versus services.
FWS only has approximately 9,000 employees, but it is part of the DOI which has about 70,000 employees.
Also the contract is on the GSA system, which covers much of the US Government in terms of number of employees that acquire goods and services.

So considering all of that, it is possible for Route1 to get the $25M, so let's wait and see.
Clearly the volume of sales for Route1 can go much higher from where it is today.
