Yes you are correct about the short positions, but actually the position held is not by the MM, but by the purveyors within the system in the Canadian markets.
 
Now, what is going on to your assessment that something is brewing is correct simply because the numbers spell that out. Thus, demands that the shorter must cover. With respect to MM increases and decreases the shorts is partly correct, but the real holders of the short position may in turn be a consortium that plays along with the MM or a partner who is a MM. See the MM is just a vehicle on execution of trade, but when they play the game with a shorter or a hedge fund that deals in the ever unpredictable penny market makes collusion just another element we have to contend with.
 
They have been covering their positions for the last few months and the volume dictates this. In Canada, shorting a penny stock is lawful, but here in the states one can't short a pennystock, but there are always around this, but on the most part it isn't a widely know practice within the penny-arcade.
