There's no mention of an app. Registration does not mean installing an app. What registration provides is the ability for iSign's security alerting solution to use other methods beyond WiFi and Bluetooth such as SMS, email, voice call, Twitter, etc.
If you register at retailer A's location and then your wifi or BT MAC shows up on an AP at college campus B's location, the system should know not to send alerts to you if there is an active shooter at retailer A because it is smart enough to know that you are safely at another location.
Smart...very smart.
