No wonder companies continue to allow spills. $172500, that’s it. Bet they are more upset about loosing the oil than paying the fine. It seems like these fines are more of a feel good to appease the public as opposed to deter violators. You want to change things, charge them pump price for the liters lost. 1.5 million liters lost.
They should have used AAO? No they shouldn't. $172K - it would have cost them more to install AAO device, so they saved money.... and there lies the problem.

Nothing is going to change until it cost more money to cause a spill than to have one.
