Yes, I agree and that is what I have read many times as well.

But lets say Liu just keeps telling BXR, the environmental study isnt done yet. Jones has a pretty good track record of saying, OK LIU I will bend over and open wide, tell me when you are done.

If I were Jones I would have served obstruction papers to LIU A LONG LONG LONG time ago.

In fact I once offered to fund this process, only to have Griff tell me he believes we are being treated fairly. 3 years later and 10s of 1,000s of dollars sent to the rangers office for studies and we still have no permit.
