Cost will be the determining factor for many. If the government imposes taxes which are prohibitive, the 'criminals' will continue to be an alternative to Shoppers. The quality I get from my guy on the corner is every bit as good as the medical product my scripted friends get from their LPs and it's about $2/gram cheaper. I pay enough tax already, after all I'm Canadian.
