WashingtonOffer of $18 CDN is very cheap at the current exchange rate.

So they could offer $1.8 billion CDN or $22.50 per share and it still only costs them about $1.3 billion US  for the worlds 3rd largest diamond producer by revenue.

$22.50 CDN is still very cheap!!!!
