100% if the test results were bad then all they would have to do is just release a piece of news saying "Test results were poor and there will be no partnership". Theres no PP coming though we just finished one of those and they dont need to raise money for a partnership anyways. As reported by Greentundra though, ACB and RTI executives met on Weds night and there will have been a ton of paper work for everyone to sign. Both sides will of had to review the drafts of the partnership agreement again and then agree upon a joint news release. These things take time to complete and thats fine because if test results were poor, that extra time wouldn't be needed.
