Business dealings aren't always going to be with people or entities that are "nice". Especially in a country where the host government does not follow an ethical standard. If you want to operate in these jurisdictions, you have to play ball with the people who control the market. The last paragraph of the story states that none of it is illegal. The bigger story is that the money that mining companies pay to the "government" never makes it into the hands of the citizens. Ivanhoe does not control the cash flow.
