Wesdome Gold Mines Ltd. is a Canadian-focused gold producer with two high grade underground assets, the Eagle River mine in Ontario and the Kiena mine in Quebec. The Company has an exploration program both underground and on the surface within the mine area and more regionally at both the Eagle River and Kiena Complex. The Eagle River Underground Mine is located 50 kilometers west of Wawa, Ontario. The Eagle River underground mine near Wawa, Ontario is producing gold at a rate of 80,000 to 90,000 ounces per year. The Kiena Mine is located in the highly prospective Val d’Or, Quebec gold camp. The Kiena Mine is a fully permitted, integrated mining and milling infrastructure which includes a 930-meter production shaft and 2,000 tons-per-day capacity mill. The Kiena Mine Complex consists of the Kiena Mine concession, Kiena Mill, related infrastructure and equipment and land position in the Township of Dubuisson, Quebec.

WSJ says Resolute still owns 22.5 million shares or 17.32% of WDO as of 08/31/17
Click and scroll to bottom right of page. Look for Resolute.

As far as insider reporting goes, there are many exemptions listed on the OSC website.

"Canadian securities legislation contains a number of exemptions that permit reporting insiders to file reports on a deferred basis in circumstances where the policy rationale for "real time" reporting does not apply"

On Sedi.ca Resolute last reported on 2015-11-26 where they owned 29,969,600 shares.

It is obvious that Resolute doesn't report transactions to Sedi because they have exemptions to not have to file.

Resolute dumped millions of shares of Impact Silver over the last 6 months and have filed no insider transaction reports. 

Here again is from the OSC website:

"What are the deadlines for filing an insider report?

A reporting insider is generally required to file an initial insider report within 10 calendar days of becoming a reporting insider. Any subsequent insider reports reflecting changes in their holdings must be filed within five calendar days.
