WSJ says Resolute still owns 22.5 million shares or 17.32% of WDO as of 08/31/17
Click and scroll to bottom right of page. Look for Resolute. As far as insider reporting goes, there are many exemptions listed on the OSC website.

It is obvious that Resolute doesn't report transactions to Sedi because they have exemptions to not have to file.
Resolute dumped millions of shares of Impact Silver over the last 6 months and have filed no insider transaction reports.

"What are the deadlines for filing an insider report?
A reporting insider is generally required to file an initial insider report within 10 calendar days of becoming a reporting insider. Any subsequent insider reports reflecting changes in their holdings must be filed within five calendar days.
