you're missing something...everything basically. NH didn't lose a license in Colorado because they never held one....Palo Verde did. The facility is approved and we can just as easily move a licensed entity in to pick up where Palo left off. While we are applying for our own licensing in Cali, the same move could be made there if unsuccessful(which is doubtful).
