In addition to the FS and State permit approval, the recent Executive Order states that a proposal (Bill HR520 and others) to address the Critical Minerals issue, will be submitted within 180 days, or approximately 6 months. This would bring us to around later-mid June 2018.

This should give majors more assurance that they will not have to wait 5-10 years for the Federal permits (2.5 years instead) and increase the SP as we move closer to June and a potential buy out.
