Everyone one should read Allard vs Canada on canlii.org. It is the decision that has really led us down the path to legalization.  As far as what they estimated needing in 2014, I’ve attached that below.  Interesting they would have needed a 100kg from Amsterdam just to get started. I think you could multiply this by upwards of anywhere from 20-50 times for recreational use. 

Bottom line - the demand will greatly put weigh the supply. I don’t believe the government or HC is prepared for the demand that’s coming.

Mr. Cain indicates that the prices range from $5 to $12 per gram, and a number of LPs are offering discounts to as low as $3.00 per gram for low income users. Mr. Cain indicates that LPs have stated that approximately 850kg of marihuana will be available for medicinal use as of March 31, 2014. In addition, Health Canada has stockpiled between 400-500kg of marihuanafrom its previous production facility, and has approved import from the Netherlands of over 100kg of marihuana in the case of supply shortfalls. Mr. Cain also indicates that Health Canada took steps to forecast consumer demand in a manner that was risk-adjusted for unforeseen circumstances.
