Yes, it has dropped but you can't directly related HVI to spot VIX. The term structure month 1 to 2 was in severe backwardation last week and until only a day ago.  As of today the curve is much flatter. If this continues, contango will return and HVI will increase in price. As it is, it has
bounced almost 30% from its bottom at $1.70.
