"1st week of March" meaning this week with only two days of it being March?

Or "1st week of March" meaning first the full week of March (next week).

Or maybe "1st week of March" meaning with the first 7 days of the month of March?

Three possible ways to interpret that phrase "1st week of March" and no closer to the answer.

So, March1 is 15 business days from February 8th. So, Thursday this week should be the latest that we have to wait for the announcment.....
