Company Valuation - Is it Right - Or this is just a fraud?

Company Valuation - Is it Right - Or this is just a fraud?The price was kept low by some means for a while, and now they wanted to buyout at 30% "whooping" percent above the lowest price ever . . . I am not very familiar with this whole stuff. But something seem really off - Please anyone with a recap of what is happening here?
