RE:Strange bid ask?

Sometimes my td app displays the quotes like this and it must just be a rounding error cause those 3 million bids are for 9cents. Someone or an institution has a wall up for sure keeping this from dropping. Maybe its mehdi holding it around 10 cents to keep the private placement investors from losing faith who knows
