so using schools as a example you think that a kid or teacher is going to call bell and rogers and telus and other carrier and tell the operator that there is a shooting at such and such a school? that's3 or more calls. and how do the telcos know how to limit messages to only students staff at the school? wouldn't you prefer the school who is first aware of the shooting to send the message to their students n staff
