RE:Subject?   If a public relations person who is paid by the company,   is canvasining shareholders encouraging picking up shares at the same time the CEO or an Executive who has access to inside information is selling.   
    
It is up to each if they think that willfully & knowingly happened ,   Based on my own experience and from reading when others said they received a call,  then cross checking against timing using either SEDI or Canadian Insider buys and sell records.  

  In my opinion it seems like  manipulation
  BCCS do not watch every stock unless questionable activity is reported.  Lots of things fly below thier radar.  
  When a report is received they then look to see if the firm has carried out activities contrary to the rules and regulations.     In many cases disciplinary  action has been taken against the company or individual.   

 They do look at all complaints submitted to see if there was improper action.  Some are dismissed on first viewing because the complaint was not against the regulations.  While others are examined more closely and can even result in convictions.    There is no cost for asking if events taken by a company is legal or not.

    That is what they are there for.    In order to keep things running proper & legal they do need public participation and reporting..

One should not make a statement that offeces have been committid. That is the job of the BCSC.   However there is no liability in pointing to a practice,   and asking  the Securities comission if it is illegal.   As a share holder you have every right to know.
