That is exactly what management is trying to point out.  This is based on worst case scenario and only results that fit open pit mining (by far the easiest and most profitable) were included.  It's clear to me that Roger released the maiden RE with an uber conservative pen on purpose.  I suspect this is to create a minimum baseline with a high probability of significant expansion.  I am extremely pleased with this approach.
