RE:Health Canada needs an overhaul.Ain't never going to happen.  Yes, its taking a long time, but ...

how many applications has HC received?
how many applications are currently under review?
how many applications are incomplete or need further clarification (slowing entire process down)?
how many staff did HC anticipate needing for application review process (besides not enough)?
is the cost of hiring and training additional HC staff practical and justifiable (including security clearances)?

Its likely that HC underestimated the number of applications and the timing of filing of the applications.  That said, where could HC have obtained more/better data with respect to the number of applications which should be aniticipated?  Although other countries/states have legalized rec pot, each country and state has its own "market" and regulatory framework.
