Yes, correct Rusty...  The company however is retaining the "option" to issue from treasury which I suspect would be used in the event the company needs to do a "passive" equity raise (for covenants, other, etc).

IMO, if capital needs to be raised during 2019 it is more likely to take the form of equity/hybrid form.  Hard to see how they can raise on the Debt side given current level & IR curve. 



You are correct. Much like Enbridge they don't need the money from the DRIP at this time so why issue from treasury when the share price is at this relatively low level compared to recent history.
