Mine development?

Mine development?I read today in an article by Joshua Hall on Seeling Alpha that Arrow is planned to go into production in 2023.. I wonder where this guy got that from? I can't find anything on the NexGen website.. I was under the impression that permitting and biulding a Uranium mine took a lot longer than that even in the A Basin.. especially as Arrow is in the West where there is not the needed infrastructure close by? Please correct me if I am wrong but I was under the impression NexGen are more inclined to wait for a buy out and to expect Arrow to be in production by 2023 is highly unlikely?
