As I said before, I know this thing should unfold eventually, and agree with you that the speculation on the premier is a hypothesis, but again, if he does the right thing and announces the road as soon as realistically possible, then that soonest is mid-late 2020, given the actual predicted timeline of the environmental assessement. 
It's not 2019 as many people originally believed, as I explained earlier.
