I believe the strategy is "California Can Wait". Best to get all of the surrounding states first and then pressure the tribes, card rooms and tracks into concessions that way. The myriad of alliances and politics in that state has taught Stars and others to wait. When the media deal gets done, and the MEDIA are now lobbying together with the LEAGUES, then the tribes will be pushed into acquiescence. Stars was simply not strong enough to do so on its own, and was made to look like a "bad actor".
