CDB from hemp is bioactive in very low concentrations, even at full potential <3.5% roughly. 

CBD from pure MJ strains can be very high, and therefore offers much more potential for medical and or other benefits. 

Strength and potency matter alot with CBD, as well having minor amounts of THC boosts synergystically the positive effects of CBD.

Hemp cannot replace potency offered via pure MJ strains.
