Every year money is spent on this or just look at the financials. It is in the capex budget. And even if no money was spent on this for many years, which is not the case, who would chose to ignore this altogether?
If you had a billion $ and could acquire anything you wanted, you would ignore it?
IMO, the best acquirer for this would be a profitable entity who would quickly use their large tax pools as a big deduction and put this entire business into runoff: extract every penny possible, cut cost to the bone and not reinvest a dime into capex other than mandatory such as these decommissioning liabilities.
