No kidding, none of the media covering this understand the nuances or have the same interpretation.

1) No online gambling allowed versus only State Sponsored online gambling? 
2) Interstate Sports Gambling Not Allowed versus All Interstate Gambling not allowed?
3) These are  the rules and we might come after you(don't want expansion) (but never do) versus You have 90 days to close or we come after you.

Which is it?
