no I don't think he was saying that.  I think he misunderstands the deal.   
as far as your post, wayland already had 100% control of their own int assets.   This deal was supposed to give wayland access to ICCs assets and nowhere does it say that was in any way accomplished.  ICC is under no obligation whatsoever to give wayland access to ICC int assets and wayland owns 0% of ICCs int assets.
