Here is my view, ROE won't spend the money on the horizontal portion and frack and have to show Pemex the results and still delay the migration, then Pemex turn around and use ROE's process on there own areas, from what I've seen, ROE has kept up there part of the bargain and then some, 50 million for drilling and a years production from the new wells, time for their side to move. There's also the part of Pemex looking bad as they have had egg on face by letting some one else find a billion barrel plus find, along with the discovery of the other billion barrel find, they may be a bit gun shy
