The ETF doesn't make judgement on the valuation. They simply buy according to the rules they have set when they launched the ETF. The rules are simply. Buy in proportion to the market cap. 
  
However, I've been saying since the 4$ that this stock was criminally overvalued for the time being. Their facility are still very far from being online, their retail stores didn't justify a 400M$ market cap.    
Have a serious look at Delta 9, compare the assets and the market caps. Both are very similar business, yet the market cap difference is steep.  
 
I'll say it for one last time, the current market cap is artificially inflated because of the huge lockup %. I'm not the only one telling you so.
