I am optimistic

I say (hope) the delay is a good sign that talks are in progress to somehow find a solution that favors PLU but also sends a strong message (fines) to the company.

This coming from someone who has NO clue how the legal system works in Peru. As archaic as I think the Peru laws are set in stone I cannot fathom how you enter a building to pay your dues but somehow it's not good enough because it is deemed late.

I walk into a bank, Wal-Mart, Costco etc. before the doors shut and I am not told I cannot do my business before I leave. This seems asinine and so third world thinking.
