They had very good government all the way until 20th of last century. After, popular coups and populism took over and they still looking for quick solutions to complex questions.

Natural resources make country rich when there are plenty of them supporting small population, like Persian Gulf.
"Poor" Germany or Japan rely on people, so called Human Capital. Something Argentina keep failing to do.
