Is it possible to ask the Russians to put pressure on...Is it possible to ask the Russians to put pressure on kygrzstan by denying them economic support/ cooperation until they pay us in full?

Per wikipedia

"In Febuary 2009 the Russian Government pledged to write off $180 Million USD...as well as $150 Million USD in direct aid"

"In March 2019 the Russian Government announced it would give $30 Million USD in economic and military aid to kygrzstan"

That's $360 Million USD in leverage.
