Selling portions of his portfolio near the middle or the top in small quantities is usually the normal course of action but a large quantity at or near the low is an indicator of something more. You can spin your thesis I will spin mine but the optics are not good and in most cases perception is reality. If he or any other executive were buying at the low that would tell the investment community that "we are for real" and "we believe in our company" when the team has skin in the game and they position themselves accordingly with more of their money I'm interested. Don't buy into Fowler and his social media antics, if you watch people today and their self indulgence with social media they just like to be out there "look at me"
