You probably have more knowledge then me about the underlying motivations from the protests. But I do think the population there is exposed to this dispute frequently and they push the environmental agenda. So it would be political suicide to take over the mine and build it themselves now. At least not without a serious round of pro-exploitation propaganda before hand. 

What makes no sense from your assumptions is the fact that they blocked the access (and the progress) half way throughout the development. I think if they really wanted to take over a build out mine, they would have waited for Lydian to be at the finish line before sending in their protesters. 

Not sure what you mean about the uranium. Care to elaborate?
