Most of the companies that do a RS are garbage to begin with and do this to hopefully turn things around but usually fail. The lower float would put a damper on the usual shenanigans that we are seeing here and attract investors that want to buy and hold for more than an hour. There are a number of companies with low floats that do well.
Maybe keep an eye on VHI as they just did a RS and now there are only 18M shares. The company is solid so it can be used as an example. We will see if it works.
