Did you have any contact to Otis ? i recommend send a e-mail and check the answer . I did a few times special if i was not happy with the progress ect.
They have a good management simply because they have been able to keep that project alive in that  ugly bear market and i allways recieve a nswer in less than a day , and my mail`s have not been allways nice , so just try.
