It's all about price of Oil, what is so difficult to understand.
If it's below their break even (INCLUDING BUDGETED CAPEX), then you need your cash to keep it funded or your production caves.
It's more costly later (if you let that happen) to crank it back up again.
The buybacks will happen when they are in FREE cash flow.
That has been their position all along.
You want to blame thing for things like the high salaries/compensation (if you believe they are) that's one thing but the price of WTI, WCS, Pipeline delays, etc., it is out of their control.
