It's my understanding that the Stanford report spurred the initiation of Korea's use of HCQ and gave impetus to Dr. Raoult's use of HCQ in his own study ... i.e., the starts of these treatment regimens were sequential events even as the studies themselves became parallel efforts.
The Chinese have been credited with noticing that none of their Lupus patients were becoming infected with the coronavirus ... upon investigation they realized those patients were using HCQ to treat their Lupus, which gave rise to the interest in using it as a preventive, but also as a treatment.
The Koreans quickly picked up on this report and initiated their own treatment regimens, and Dr. Raoult did the same in Marseilles, though he already had his own long-standing interest in the use of HCQ against viruses.
