I don't think there is an easy answer to your question, except to say that share trades are routinely dependent on the availability of buyers and sellers. I think you are curious as to why shares in a company that seems promising are being sold. Sellers make these decisions every day. Perhaps the sellers who are presently reducing their PGM positions have found securities that they believe represent better value. Or perhaps they are looking for dividend payers because other holdings have announced dividend reductions. Or perhaps a seller has a large loan pay-off to make soon, and this investment is the only source of funds.
As for pulled bids, maybe someone decided that a fill at, say, 84 cents is not happening, so he decided to pay the offer price.
I don't know whether the above discussion is helpful. If the long-term story proves to be real, a few pennies higher or lower won't make a difference.
Feel free to express disagreement with me. Maybe your concerns are different from my perception of your concerns.
