As a fellow veteran of the MXI war I am surprised that you missed the most critical factor in the future sucess, or lack thereof, of ROSCAN.  POLITICAL STABILITY!!!  From a technical standpoint everything was coming up roses for us in 2010 but once little boys start playing with guns its suddenly a total shite show! (double entendre intended) My stomach knots every time I read about an insurgent attack in Mali.  I am aware that its a big country and we are as far away from the trouble as you can get and still be in Mali-the market will not care if the violence flairs again.  On the plus side, last time it flared up into open warfare the French came immediately and decisively to the aid of their former colony-and ECOWAS sanctioned their own member.  These events bode well for the future.  That said, I forsee a day when the northern half of the country goes its own way, again propably a positive for us.
