Why is the PP so "complicated"

Why is the PP so "complicated"Why is it not done already?  If they had the goods would it be so "complicated"?  If it doesn't happen soon I may have to retract my August assay results post.  If Mr. Terry Lyons left the board would MMV have to put out a NR quickly or would they delay for months?
