Doesn't deserve to go up (yet). Five years ago they had revenues of 3M/quarter, now they're at 5.5M. This is hardly the cannabis growth story that anyone wants a piece of. Hence the stagnation. Several more quarters will reveal if current management team can save this company by achieving positive earnings and then progress to slow steady organic growth. That's the best one can hope for. I like the management team. One day the legacy of misinformation, dilution, and shady deals will hopefully fall away.
