Quest Rare Minerals Ltd is a Canadian exploration company developing Strange Lake rare earth deposit in northeastern Quebec, Canada. The Strange Lake REE deposit contains quantities of all the rare earth metals used in permanent magnets. The company is to become a supplier of rare earth oxides for the permanent magnet industry to be used in variety of industrial and consumer applications including wind turbines, automobiles, consumer electronics and medical equipment. Its project portfolio includes Strange Lake Rare Earth project, and Strange Lake Preliminary Economic Assessment.

https://torngatmetals.com/Their website reports a Preliminary Economic Assessment (PEA) has been completed.

A March 2020 project .pdf on LinkedIn claims they aim to achieve production of ~11,000 metric tonnes of separated high purity rare earth oxides  (eg: Dysprosium) by 2023(4). 

Could this be the stirrings of the phoenix rising again, fueled by risks to world supply due to political, environmental, and poor health and safety standards in current production?

I couldn't find any updates since, but the Covid shutdown has impacted conferences and public visibility for everyone.  

Probably not time to hold your breath just yet, but it may be worth keeping an eye open for an uptick...
