My opinion, based on remarks attributed to a senior GQC director, is that we will get the permit before Xmas - probably in Nov/Dec. The massive hit to tourism means that the President has little choice than to turn to mining to gain tax dollars. What better way to do this than to grant the permit to GQC ?

Eric Coffin also warned us to be patient, and that things don't happen fast in the D.R.
