I don't think that's what it says, the dissolution will take time.  My question is if they delist then dissolve how can we trust them to contact remaining share holders with anything left?  
They can easily say nothing, while pocketing remaing proceeds - is there a trustee to do this?
This is of course assuming there will be ANY worth left at the end....
