It's a catch 22 situation.  If they dont do the RS the share float is too massive to issue new stock to raise money, which they will need to do when they burn through the $2 million or so they currently have in cash on hand.  If they do the RS, they still may have to issue even more shares to raise money that will further dilute the share holders at the post RS price.  Ouch!

This is a wild guess on my part but I think it is possible that post-RS, share price plunges or drifts lower and lower to the ten cent range again and then you see Archerill and others buy it all up on the super cheap.  After that, I would buy in.
