The problem in some places in Canada is the lack of political will to do the right thing regardless of cost. The feds gave billions of dollars for covid-19 related relief but some provinces seem to be sitting on the funds. It seems in ontario the previous political party insiders now run for-profit LTCH and the current government doesn't want to upset the money cart.
