The Draft EIS is a shoddy piece of work and does not comply with the NEPA.  Agree, the lead agency should be ashamed to publish such document as well as the EIS contractor.  

The State of Alaska owns the property.  A "takings" will be very difficult to prove especially with no economic analysis which is only pertinent in raising funding and stock pumping since the applicant does not mine and makes no profit.  Additionally, any potential compensation may not be monetary and wouldn't go to shareholders since they are only speculators at this point (its not an a mine making a profit).  If the project value is based on a takings, and unproven mineral economics, undeveloped value, and future value, shareholders are screwed irrespective.

"a professional scientist and researcher for forty years" - but not an attorney, NEPA expert, mining professional or mineral economist.  

Bidenmentia stated he is opposed to the project and will stop it.   He will kill it just like Keystone XL.  Look at his irrational actions already.
